entry to Rachel Maddow's "filibuster" re-naming challenge

My name: BIBULUS-ING

explanation: In the Roman republic of 59 b.c., a group of conservative obstructionists was led by a man named BIBULUS, who was co-president(counsel) with the young Julius Caesar, who led the majority. Bibulus would block the congress from voting by saying that he was watching the sky for super-natural omens, which was the law of the time.

The liberal faction decided to have a vote anyway(on a bill to give land to the poor.) Bibulus showed up to try to block the vote, but a bucket of dung was thrown on him, and the bill passed anyway.
