They probably know by asking them after they have won, 'will you carry on playing the lottery?' and not wishing to say, 'fuck off, that's for poor bastards,' 97% of people say 'yeah, course I will', so not to offend the nice lottery person who has just given them a big cheque.

I don't even bother to do that, and I haven't even won...
are they counting the ones who win a fiver or whatever it is these days ... i don't know i don't play the lotto very often and certainly have never won ....

How do they know what percentage of previous winners still play? The lottery is anonymous unless you claim a big prize.
