The Writers Bureau Course is very good, flexible and not too expensive - I did it, snail mail, from the Netherlands.
Individual tutoring and they also gurantee your money back if you haven't earned the fee with your writing by the time you've finished the course!

Birkbeck College in London has an online creative writing course. I took it last year. It was quite good, though they had some technical problems getting their software to work consistently. The instructor is John Harding. He is quite good and very helpful.
