What is "blue"?

Can someone explain to me an example of "blue as maybe used in "blue moon? In our native tongue, such a "blue is often used to describe 'twinning occurrences'. Is this the case in English?

I think blue can be many things, Blue moon - unusual Blue as in words - swear words Blue as in mood - sad I'm sure there are many more, but I can't think of any right now. Lisa

"Once in a blue moon" which means very infrequently because a blue moon is the second full moon of the same calendar month.
