Cyber- or Mobile Phone Bullying

We all know about playground and work-related bullying, but, now with technology, there is also cyber- and mobile phone bullying. Why can't anyone being bullied over the internet or mobile phone just ignore the bullying and switch off the mobile or just (if it is possible) somehow block the bullying messages get to the internet?
