Re Former Published Poems

Hello ABC friends---I have been writing to submit to journals lately, trying to make some moola for my wife's glasses and my new prescriptions. That's why I have not posted lately.

Confirmation required from you wise souls, since any posted work is considered already published:

If a published poem or story is in a journal now out of business, can this material be submitted as unpublished?

Someone told me if an already published or posted poem or story has any changes made, it can be re-submitted elsewhere as a new unpublished work---is this still true?
