The nation gives them a chance to conduct negotiations with a dictatorship to disarm its weapons. They have promised their followers they will not resort to war. They believe that nonviolence and patience will heal the world of its wounds, that dictatorships will stand down and wither away as a new trust ends the divides of fear. The dictator quietly laughs at them and continues to arm, playing diplomatic games all the time to wriggle out of commitments and assurances.
