Crossing the borders NOT between morals and ethics

I have been following Sarabjit Singh's news for a while. His body was brought back in a special aircraft to India and was cremated with “full state honors.” As an Indian, I have sympathy towards Sarabjit for that I have been following the so-called news about his innocence. Yes, he has been killed by two of his jail inmates in Pakistan. Yes, it is between God and Sarabjit himself who knew whether or not he was inside Pakistani borders in 'inebriated' condition, some 23 years ago. This is an endless debate to discuss about his innocence especially when he is dead. But one thing allures me is why state honors for a deceased who had committed a sin?
Isn't crossing the border of our neighboring country that too in an inebriated condition, an offense?
I am sure people would call me insane if I start discussing on the inebriation of Sarabjit. But what makes me sick and feel sorry is the way the Government of India offers state honors for every deceased even for the ones in the criminal records. Why is Indian flag draped on such coffins' during last rites? I am not here to to talk against someone, but discuss the lines drawn between ethics and morals. If we are in between them, let's respect them else, perhaps a better term need to be discussed. I am certainly against the word - “state honors” for everyone.
