We the People of the European Union comprising the twenty seven national states, in Order to form a more perfect Union, establish Justice under the Human Rights Act and Freedom of Information Act, insure domestic Tranquility guaranteeing the right of all French Farmers, Fishermen and Students to riot , provide for the common defense in competition with the North Atlantic Treaty Organization except for the French integration proposals, promote the general Welfare State for all national citizens and those in detention camps processing their applications for political asylum and excluding those illegally crossing the Euro Tunnel or camped beside it in anticipation , and secure the Blessings of Liberty to ourselves from his holiness the Papal Presidential Nominee Tony Blair and our Posterity under the benefits of the Common Agricultural Policy, do ordain and establish this The Lisbon European Union Constitutional Treaty which is or is not defined as a constitution dependant upon the nationality of the person so defining, for the people of the Irish Republic until they vote No.
