An Hour in the Electricity Office

Today I went to electricity office to pay my electricity bill. It was a very chilly day. The temperature recorded was 7.2 degree Celsius. I didn't want to go outside the house but I had to. When I reached there, there were many people in the queue. The queue was increasing every minute.
“Tomorrow is the last day that why the line looks crowding” somebody said.
One boy in the line look worried because he has to go to his gas agency for registration.
“We should come tomorrow” he said.
“No we should pay the bill today. Tomorrow would be the same may be the worst.” His friend replied.So they gave the bill to their 3rd friend and went away.
There was old man who was standing behind me. He was restless.
"It is too cold. There is no place to sit. There is no sunshine. Where should I sit?" he said.
He was always telling the person behind him I am behind you and was roaming here and there. I was at the same place where I was half an hour later. People start pepping through the window. One of the person from the Queue started shouting
"There is no person collecting the electricity bill."
Another person screamed "The clerk will start collecting the electricity bill after all the person who have paid before would get their receipt."
While the person who was collecting the bill came back. The people in the queue were happy. The queue got shortened and I also paid the bill. Now it was my turn to get the receipt of the paid electricity bill. When I was standing in the queue one person standing in the queue took out his mobile and called somebody.
"Sir, are you posted in this division. We are standing in the queue from half an hour but nobody is collecting the bill."
After this he gave him a number. He saved the number on his mobile. From his conversation I understood that he was some officer at the electricity board. Now the person dialed the number and started talking. All the people standing there started staring at him.
"Sir, are you posted in this division. We are standing in the queue from half an hour but nobody is collecting the bill." The phone got disconnected........
He was very unhappy but he showed no facial expression. I was still there in another line thinking when would I get my receipt and I would be back to my home. Then somebody shouted...
"The public has all the patience....That’s why the public gets angry sometimes and go on rampage..."
At last my name was called and I got my receipt. I took it and went away. Next months what will happen when I again go to pay my electricity bill.
