despairingly,
before the brooding glare
of the yellow dock-crane
Grey clouds
mist over
tearful windows
Open doorways
shout their applause
at the returning sun;
tragic heartbeats
throbbing with hope 
Clothes
bright pennants
strung out in celebration
Dandelions push golden heads through cracks in the pavement

I like this as well city316.
I like this as well city316.  At first I was unsure about tenements "cowering" but no, on reflection I can see that they might indeed cower.  A well observed piece.  Somehow I hear children's voices and something perhaps brooding and unsaid.  Then again I am depressive.

"Grey clouds mist over tearful windows" - A brilliant line, this, and I love the last line about the golden Dandelions, hopeful to the bitter end.
