Cutting the Hegemony

Hegemony is the way governments use various methods to control and direct society. It's a big, contentious subject, so please forgive obvious shortcomings here. The methods vary from brutal, direct subjugation to subtle manipulations of public attitudes and outlooks. Some controls are virtually subconscious, or even accidental. Typical mechanisms are religion, political ideologies and (believe it or not) science and technology. The very things we may naturally accept.
But in our society, a strange phenomenon has arisen. Hegemony has ridden the tide of social change to effectively reverse the effects on our old masters!
Such is the momentum of democratic emancipation, we now see a succession of craven governments tugging their own fetlocks to stay in 'power'. A beanfeast of wage rises, welfare handouts, compensation claims, dubious honours, multiplying bank holidays, short working weeks (if any at all) and other bribes, are now the only means left of controlling the masses. Critically, the masses themselves have become professionally adept at using every justification possible to defend their 'rights', while at the same time deserting traditional responsibilities.
The outlook is grim.
Historically, hegemony has usually guarded the essential means of production.
We are now abandoning it.

First I've heard
First I've heard the expression 'tugging their own fetlocks" you mean as in "picking you up by your bootstraps"? Got a nice ring to it.
I looked up "hegemony" it appears to be specifically for when one country tries to control another country, you're not 100% here.
You made me think but to me it looks like we're powerless might as well just get on with it life goes on
