Hell, I believe it. Multi-occupancy dwellings let out by landlords who only care that the tenants hand over the dole money, in fact some of the tenants might have jobs. Happens in big cities and small towns too. A good poem with just enough words to hit the bullseye.

I lived for a year in
I lived for a year in Bournemouth and many big old houses were split into bedsits. There was one greedy HUGE landlord and rumour had it that he also rigged the electric meters so that some of the money lined his pockets. He also had the gall to pay for a large ad on Boscombe roundabout D*** W**** social landlord. People who were more desperate than myself - I was in a position to wait for 6 months and get a council flat, knew the situation and signed for the keys. Where I live now there is a similar character A*** D*** who cuts any corners he can when he lets out his bedsits, shops, pubs and cafes and larger buildings and does hardly any repairs. He also has contracts for 'serviced flats' where he takes the money and does nothing. As you say 'decay and misery' often happen.
